Should we all do a refresher course at least every 10 years

When I go to teach students I often get asked by parents on the way out " Could you just tell me what this sign means". The most common one is the National Speed Limit sign, (Yes Really) 


I also hear constantly from drivers whom have driven for years that, "oh I don't go on that roundabout anymore as I don't understand which lane I need to be in" ( local drivers, The Thinford Inn Roundabout)


Its not that they are bad drivers, its just so much has changed over the last 10 years and unless you read up or someone discusses it with you, how do you know about these changes.

So should we all do a couple of refresher lessons. Would this increase our confidence and possibly make the road safer.
